Comments: Two young kids Sung and Eris are attacked by a monster emerging from the water. It is illustrated as an amphibian nightmare. A Knight saves them and we see it is dangerous to mess with these monsters in the water.
Thirteen years later. Here in this place if you break the rules you start turning. The more rules you break the more you turn.
So Sung passes his tests and is on his way to becoming a Clerk. Sung values friendship above the rules and breaks them for his friend he does not hesitate even though he knows what is coming. It does to and Sung is afraid.
The art shows the city as a peaceful place. You get the feeling though that just beneath the surface something is waiting.
This first issue is slow as the story unfolds. The two main characters are introduced and we learn a little about each. They are likable characters, especially Sung. The way the story is going you just know he is going to break more rules.
This issue lays out the situation and gets you interested in what will happen next.
